As a DofE assessor and expedition supervisor I would suggest you buy the larger size rucksack that has been suggested (85l) for Gold level expeditions. If you go for only 65l you'll end up having to carry items outside the rucksack, whereas with 85l you should be able to get everything inside. Of course a lot depends on the bulk of your sleeping bag - a tightly packed summer weight one will be a third of the volume of a 4 season one.
Thanks for the comment - my only concern with D of E Participants carrying a 85l rucksack - even on Gold expedition is that may fill it up with too much stuff that they don't need. I have done a number of week long expeditions - with everything in my rucksack and it was only a 65 litre pack. Even had my roll mat in it! But you are right - the bulk of the sleeping bag can really make a difference, so if you are serious about your backpacking get something with a great warmth to weight ratio such as a Rab Down Sleeping bag or some of the Snugpak ones.
